一、主要目标
(一)安全(quan)(quan)生(sheng)产(chan)方面(mian)。生(sheng)产(chan)安全(quan)(quan)事故(gu)起数(shu)、死亡人(ren)数(shu)同(tong)比前(qian)两年平(ping)均(jun)数(shu)下降20%,全(quan)(quan)国排名(ming)持(chi)续向好;亿元(yuan)GDP生(sheng)产(chan)安全(quan)(quan)事故(gu)死亡率(lv)同(tong)比前(qian)两年平(ping)均(jun)数(shu)下降25%;较大以(yi)上(shang)事故(gu)起数(shu)持(chi)续下降,有效防范较大社会影响事故(gu),坚决遏(e)制重特大事故(gu)。
(二)自(zi)(zi)然灾(zai)害方面(mian)。自(zi)(zi)然灾(zai)害直接经济损失(shi)占全省GDP的比例控制(zhi)在1%以内,避免群死群伤(shang)事件(jian)发生,特别是防汛防台工(gong)作中力争(zheng)不死人(ren)(ren)、少伤(shang)人(ren)(ren)、少损失(shi)。
(三)应急(ji)救(jiu)援方面。强队伍,完(wan)成(cheng)危化(hua)品、涉海涉渔(yu)、地下空间(jian)等专业救(jiu)援和医疗救(jiu)助(zhu)队伍建(jian)设(she),新培育50支(zhi)社(she)会(hui)应急(ji)力量(liang),乡镇(街道)应急(ji)管(guan)理站建(jian)成(cheng)率(lv)达100%。强指挥,省市县(xian)乡四级(ji)应急(ji)指挥平台全面贯通,可(ke)视化(hua)指挥建(jian)设(she)延伸至镇村两级(ji);完(wan)善(shan)社(she)会(hui)应急(ji)联(lian)动(dong)(dong)机(ji)制(zhi),市级(ji)局牵头(tou)或参(can)与(yu)应急(ji)联(lian)动(dong)(dong)机(ji)制(zhi)达100%,县(xian)级(ji)局牵头(tou)或参(can)与(yu)应急(ji)联(lian)动(dong)(dong)机(ji)制(zhi)达50%以上。强救(jiu)援,事故、灾害现场指挥官(guan)制(zhi)度全面建(jian)立,应急(ji)处置统筹力有效(xiao)提升(sheng);对标一流,深化(hua)航空救(jiu)援体(ti)系建(jian)设(she),新增80个(ge)以上临(lin)时(shi)起降点(dian)。
二、任务措施
(一)以真正压实责任为关键,提升责任传导力。
1.突(tu)出抓好党(dang)政(zheng)(zheng)领(ling)导责任落实。完(wan)善(shan)省(sheng)安(an)委会组织架构。2月底前充实省(sheng)安(an)委会成员(yuan),副省(sheng)长均担任省(sheng)安(an)委会副主任;积极(ji)推进省(sheng)安(an)委办(ban)实体(ti)化运作(zuo)。建立照(zhao)单(dan)履职(zhi)制(zhi)度(du)。2月底前层(ceng)层(ceng)制(zhi)定(ding)细(xi)化政(zheng)(zheng)府领(ling)导安(an)全(quan)生(sheng)产(chan)年度(du)重(zhong)点任务清单(dan),完(wan)善(shan)年度(du)安(an)全(quan)生(sheng)产(chan)述职(zhi)制(zhi)度(du),形(xing)成层(ceng)层(ceng)到(dao)底的(de)“述安(an)”机制(zhi)。推动(dong)安(an)全(quan)生(sheng)产(chan)纳(na)入省(sheng)委巡视(shi)。将省(sheng)级(ji)部(bu)门、地(di)(di)方(fang)党(dang)委政(zheng)(zheng)府落实中央(yang)和(he)省(sheng)委、省(sheng)政(zheng)(zheng)府关(guan)于地(di)(di)方(fang)党(dang)政(zheng)(zheng)领(ling)导干部(bu)安(an)全(quan)生(sheng)产(chan)责任制(zhi)情况作(zuo)为省(sheng)委常规巡视(shi)重(zhong)要内容,突(tu)出对省(sheng)级(ji)挂牌的(de)重(zhong)大事(shi)故(gu)隐患整改、重(zhong)大事(shi)故(gu)举一反三(san)、影响恶劣较大事(shi)故(gu)依法处理和(he)整改到(dao)位情况的(de)巡视(shi)。
2.严格部(bu)(bu)门监(jian)(jian)管(guan)责(ze)任落实。强(qiang)化专(zhuan)委(wei)会(hui)专(zhuan)业统筹力。2月(yue)底前在8个(ge)重(zhong)点(dian)行(xing)业领(ling)(ling)域由分管(guan)副省长各自牵头建立(li)安(an)全(quan)生产(chan)专(zhuan)业委(wei)员(yuan)会(hui),建立(li)并落实专(zhuan)委(wei)会(hui)季度(du)(du)(du)例(li)会(hui)、季度(du)(du)(du)报(bao)告、半年检查工作(zuo)制度(du)(du)(du),协调推进(jin)本(ben)领(ling)(ling)域安(an)全(quan)生产(chan)工作(zuo)。完善部(bu)(bu)门监(jian)(jian)管(guan)职(zhi)责(ze)清(qing)单。进(jin)一步厘清(qing)部(bu)(bu)门监(jian)(jian)管(guan)职(zhi)责(ze)界线,5月(yue)底前出台《浙江省安(an)全(quan)生产(chan)委(wei)员(yuan)会(hui)成员(yuan)单位工作(zuo)职(zhi)责(ze)》。
3.推(tui)动(dong)企(qi)(qi)业(ye)(ye)(ye)主体责任落(luo)实。全(quan)(quan)面(mian)开展企(qi)(qi)业(ye)(ye)(ye)风(feng)险(xian)普(pu)查。按照(zhao)安(an)(an)委会(hui)牵(qian)头、部(bu)(bu)门(men)(men)联动(dong)、专班推(tui)动(dong)、专业(ye)(ye)(ye)技术企(qi)(qi)业(ye)(ye)(ye)支撑的(de)要求(qiu),3月底前启动(dong)全(quan)(quan)省首次企(qi)(qi)业(ye)(ye)(ye)安(an)(an)全(quan)(quan)生产风(feng)险(xian)普(pu)查,6月底前建(jian)立(li)企(qi)(qi)业(ye)(ye)(ye)安(an)(an)全(quan)(quan)风(feng)险(xian)数据库(ku),依托“常普(pu)常新”机(ji)制(zhi),动(dong)态(tai)绘制(zhi)综合(he)风(feng)险(xian)预(yu)警“四色图”。实施(shi)(shi)风(feng)险(xian)隐患主动(dong)报告制(zhi)度(du)。6月底前建(jian)立(li)企(qi)(qi)业(ye)(ye)(ye)主要负(fu)责人管(guan)控承(cheng)诺(nuo)和监管(guan)部(bu)(bu)门(men)(men)分级预(yu)警、安(an)(an)全(quan)(quan)提示相结合(he)的(de)重(zhong)大(da)风(feng)险(xian)日志管(guan)控机(ji)制(zhi);4月底前全(quan)(quan)面(mian)实施(shi)(shi)企(qi)(qi)业(ye)(ye)(ye)向负(fu)有安(an)(an)全(quan)(quan)监管(guan)职责的(de)部(bu)(bu)门(men)(men)和企(qi)(qi)业(ye)(ye)(ye)职代会(hui)“双报告”重(zhong)大(da)隐患情况。完(wan)善行刑衔(xian)接工作(zuo)机(ji)制(zhi)。深入贯彻实施(shi)(shi)《刑法(fa)(fa)(fa)》修正案,根据2019年(nian)应急管(guan)理部(bu)(bu)、公安(an)(an)部(bu)(bu)、最高(gao)法(fa)(fa)(fa)、最高(gao)检等4部(bu)(bu)门(men)(men)联合(he)印发的(de)《安(an)(an)全(quan)(quan)生产行政执(zhi)法(fa)(fa)(fa)与刑事司(si)法(fa)(fa)(fa)衔(xian)接工作(zuo)办法(fa)(fa)(fa)》,4月底前出台具体办法(fa)(fa)(fa),推(tui)进部(bu)(bu)门(men)(men)间信(xin)息(xi)共享,严格依法(fa)(fa)(fa)做(zuo)到(dao)应移尽移;细化定罪量(liang)刑标准,依法(fa)(fa)(fa)严控缓免(mian)刑适(shi)用,对(dui)重(zhong)大(da)疑(yi)难案件实行督(du)办制(zhi)度(du)。
(二)以推进安全生产三年行动为平台,提升整治推动力。
1.健全专(zhuan)班(ban)(ban)(ban)推进机(ji)制(zhi)。进一步强化(hua)专(zhuan)班(ban)(ban)(ban)实体(ti)化(hua)运行(xing),落实专(zhuan)班(ban)(ban)(ban)“日碰(peng)头、周会(hui)(hui)(hui)商(shang)、月例(li)会(hui)(hui)(hui)”制(zhi)度;建立(li)省(sheng)级专(zhuan)班(ban)(ban)(ban)与省(sheng)级部门、地市工(gong)作(zuo)例(li)会(hui)(hui)(hui)制(zhi)度,加强点(dian)对(dui)(dui)点(dian)指导联系。建立(li)互(hu)看互(hu)学(xue)互(hu)比机(ji)制(zhi),针对(dui)(dui)10个重点(dian)领域(yu)任务推进搭建数字化(hua)工(gong)作(zuo)晾(liang)晒平台,通(tong)过召(zhao)开工(gong)作(zuo)推进会(hui)(hui)(hui)等形式,以点(dian)带(dai)面推动整(zheng)体(ti)。
2.全面落实(shi)清单(dan)制度(du)。对“3+10”专题专项年度(du)任(ren)务实(shi)行清单(dan)管理,并(bing)严格落实(shi)问题隐患、制度(du)措施“两个清单(dan)”定期报送制度(du),逐月对账销(xiao)号,强化过程管控;加强督查督办,阶段性组织“回(hui)头看(kan)”,统筹督促落实(shi)。
3.深化(hua)(hua)专项(xiang)(xiang)综(zong)(zong)合(he)(he)治(zhi)理(li)。统筹推进消防(fang)、道路交通(tong)、交通(tong)运(yun)输、渔业(ye)(ye)(ye)(ye)(ye)船舶、城市建设(she)、工(gong)(gong)业(ye)(ye)(ye)(ye)(ye)园(yuan)区(qu)等(deng)(deng)功(gong)能区(qu)、危(wei)险(xian)废物、特种设(she)备(bei)等(deng)(deng)重(zhong)(zhong)点领域安(an)(an)全(quan)生产(chan)综(zong)(zong)合(he)(he)治(zhi)理(li),特别是加强直(zhi)接监(jian)管(guan)领域的整治(zhi)。危(wei)化(hua)(hua)品(pin)领域:到年(nian)(nian)底,各市或危(wei)化(hua)(hua)品(pin)重(zhong)(zhong)点县(xian)制(zhi)定化(hua)(hua)工(gong)(gong)产(chan)业(ye)(ye)(ye)(ye)(ye)“禁限控(kong)”目录,严格控(kong)制(zhi)涉及(ji)(ji)光气、氯气等(deng)(deng)有毒(du)气体以(yi)及(ji)(ji)硝基(ji)胍等(deng)(deng)爆炸危(wei)险(xian)性化(hua)(hua)学品(pin)的建设(she)项(xiang)(xiang)目;加强涉及(ji)(ji)“两重(zhong)(zhong)点一(yi)重(zhong)(zhong)大”的危(wei)化(hua)(hua)品(pin)建设(she)项(xiang)(xiang)目安(an)(an)全(quan)风险(xian)防(fang)控(kong),6月底前建立(li)危(wei)化(hua)(hua)品(pin)建设(she)项(xiang)(xiang)目多部门联合(he)(he)审查制(zhi)度;推动52个(ge)化(hua)(hua)工(gong)(gong)园(yuan)区(qu)开展以(yi)“五(wu)个(ge)一(yi)体化(hua)(hua)”为重(zhong)(zhong)点的安(an)(an)全(quan)整治(zhi)提升,力争到6月底前消除高风险(xian)化(hua)(hua)工(gong)(gong)园(yuan)区(qu);推动403家重(zhong)(zhong)大危(wei)险(xian)源(yuan)企(qi)(qi)业(ye)(ye)(ye)(ye)(ye)全(quan)面(mian)落实企(qi)(qi)业(ye)(ye)(ye)(ye)(ye)包(bao)保管(guan)控(kong)责任(ren),明确(que)各级责任(ren)人,实施在线监(jian)测(ce)预警;提升从业(ye)(ye)(ye)(ye)(ye)人员素质,建成(cheng)(cheng)3个(ge)以(yi)上(shang)(shang)危(wei)化(hua)(hua)品(pin)安(an)(an)全(quan)实训(xun)(xun)示范(fan)基(ji)地,完(wan)成(cheng)(cheng)2万名以(yi)上(shang)(shang)危(wei)化(hua)(hua)品(pin)一(yi)线员工(gong)(gong)应急(ji)技能及(ji)(ji)安(an)(an)全(quan)培训(xun)(xun)。加工(gong)(gong)制(zhi)造类小(xiao)(xiao)微(wei)企(qi)(qi)业(ye)(ye)(ye)(ye)(ye)和(he)矿(kuang)(kuang)(kuang)山(shan)领域:重(zhong)(zhong)点开展有限空间、涉爆粉(fen)尘、铝(lv)加工(gong)(gong)(深井铸造)等(deng)(deng)安(an)(an)全(quan)专项(xiang)(xiang)整治(zhi),全(quan)面(mian)完(wan)成(cheng)(cheng)10个(ge)以(yi)上(shang)(shang)工(gong)(gong)位铝(lv)镁粉(fen)尘企(qi)(qi)业(ye)(ye)(ye)(ye)(ye)使用“一(yi)体机(ji)”等(deng)(deng)安(an)(an)全(quan)设(she)施改(gai)造;完(wan)善企(qi)(qi)业(ye)(ye)(ye)(ye)(ye)安(an)(an)全(quan)风险(xian)闭环管(guan)控(kong)机(ji)制(zhi),到年(nian)(nian)底加工(gong)(gong)制(zhi)造类小(xiao)(xiao)微(wei)企(qi)(qi)业(ye)(ye)(ye)(ye)(ye)安(an)(an)全(quan)风险(xian)管(guan)控(kong)体系建设(she)覆盖(gai)率65%,其他(ta)行业(ye)(ye)(ye)(ye)(ye)领域企(qi)(qi)业(ye)(ye)(ye)(ye)(ye)覆盖(gai)率50%。加大对(dui)地下矿(kuang)(kuang)(kuang)山(shan)、露天(tian)矿(kuang)(kuang)(kuang)山(shan)、尾矿(kuang)(kuang)(kuang)库(ku)等(deng)(deng)整治(zhi)力度,取缔淘汰落后生产(chan)能力的小(xiao)(xiao)矿(kuang)(kuang)(kuang)山(shan),完(wan)成(cheng)(cheng)11座头(tou)顶库(ku)治(zhi)理(li),对(dui)尾矿(kuang)(kuang)(kuang)库(ku)严格做到只减不(bu)增。
(三)以实施“遏重大”攻坚战为重点,提升防控重大风险攻坚力。
1.聚焦(jiao)目标重(zhong)点(dian)。攻坚目标上,通过1年专(zhuan)项攻坚,实(shi)现(xian)重(zhong)点(dian)领(ling)(ling)域(yu)风险识别精准性明(ming)显(xian)(xian)提升,本质安全水平明(ming)显(xian)(xian)提高,工作(zuo)有效性明(ming)显(xian)(xian)增强,工作(zuo)领(ling)(ling)导力(li)和专(zhuan)业统筹力(li)明(ming)显(xian)(xian)加(jia)强,“遏(e)重(zhong)大(da)”攻坚战取得明(ming)显(xian)(xian)成效。攻坚重(zhong)点(dian)上,省(sheng)级确(que)定道路运输、涉海涉渔、消防、危险化学(xue)品(pin)、建设施工、工矿(kuang)、旅游和城市运行等(deng)8个“遏(e)重(zhong)大(da)”重(zhong)点(dian)领(ling)(ling)域(yu),各(ge)级结合(he)本地(di)实(shi)际于2月(yue)底(di)前明(ming)确(que)重(zhong)点(dian)领(ling)(ling)域(yu)。

(四)以严肃严格监管执法为抓手,提升执法震慑力。

(五)以深化自然灾害重点工程建设为牵引,提升灾害防范力。

3.精准发(fa)(fa)力推进(jin)森(sen)林(lin)(lin)(lin)防(fang)灭火(huo)(huo)能力提升。完(wan)(wan)善(shan)工作(zuo)机(ji)制。3月(yue)底(di)前(qian)制定健全完(wan)(wan)善(shan)森(sen)林(lin)(lin)(lin)防(fang)灭火(huo)(huo)工作(zuo)机(ji)制的指导意见,6月(yue)底(di)前(qian)完(wan)(wan)成森(sen)林(lin)(lin)(lin)火(huo)(huo)灾应(ying)急预(yu)案修(xiu)订,进(jin)一(yi)步强化(hua)工作(zuo)协(xie)同和属地(di)责任,构建运行顺畅(chang)的森(sen)林(lin)(lin)(lin)防(fang)灭火(huo)(huo)工作(zuo)体(ti)系。建设专业队伍(wu)。到年底(di)全省(sheng)森(sen)林(lin)(lin)(lin)火(huo)(huo)灾高风(feng)险区县(xian)(市(shi)、区)至少完(wan)(wan)成45支专业森(sen)林(lin)(lin)(lin)防(fang)灭火(huo)(huo)队伍(wu)组建。强化(hua)预(yu)报预(yu)警。6月(yue)底(di)前(qian)建成静(jing)止(zhi)气象卫星(xing)林(lin)(lin)(lin)火(huo)(huo)监(jian)测项目,实(shi)现全天(tian)候24小时监(jian)测,30分钟内发(fa)(fa)现初发(fa)(fa)火(huo)(huo)情,林(lin)(lin)(lin)火(huo)(huo)监(jian)测覆盖(gai)率提升至100%。

1.深化(hua)(hua)安(an)全(quan)(quan)(quan)生产社(she)(she)会(hui)(hui)化(hua)(hua)服务(wu)(wu)(wu)。扶(fu)持(chi)专(zhuan)业(ye)化(hua)(hua)服务(wu)(wu)(wu)机(ji)构(gou)。落实扶(fu)持(chi)政策,推动服务(wu)(wu)(wu)供给市场做(zuo)大(da)(da)做(zuo)强(qiang),到年(nian)底每个市扶(fu)持(chi)不少(shao)于5家有一定规(gui)模实力的专(zhuan)业(ye)化(hua)(hua)安(an)全(quan)(quan)(quan)技术(shu)服务(wu)(wu)(wu)机(ji)构(gou)。从严(yan)约束(shu)规(gui)范安(an)全(quan)(quan)(quan)中介机(ji)构(gou)执业(ye)行为,实行安(an)全(quan)(quan)(quan)评(ping)价报告公(gong)开制(zhi)(zhi)(zhi)度。强(qiang)化(hua)(hua)服务(wu)(wu)(wu)保障机(ji)制(zhi)(zhi)(zhi)。6月(yue)底前,出台(tai)(tai)社(she)(she)会(hui)(hui)化(hua)(hua)服务(wu)(wu)(wu)机(ji)构(gou)管(guan)理办法,健全(quan)(quan)(quan)社(she)(she)会(hui)(hui)化(hua)(hua)服务(wu)(wu)(wu)监管(guan)平台(tai)(tai),规(gui)范社(she)(she)会(hui)(hui)化(hua)(hua)服务(wu)(wu)(wu)人员(yuan)从业(ye)行为,完善激励约束(shu)机(ji)制(zhi)(zhi)(zhi),提(ti)升服务(wu)(wu)(wu)质(zhi)量。扩大(da)(da)社(she)(she)会(hui)(hui)化(hua)(hua)服务(wu)(wu)(wu)覆(fu)盖(gai)面。推广各种社(she)(she)会(hui)(hui)化(hua)(hua)服务(wu)(wu)(wu)模式(shi),推进向小微企业(ye)倾斜,到年(nian)底加(jia)工制(zhi)(zhi)(zhi)造类小微企业(ye)和小微企业(ye)园社(she)(she)会(hui)(hui)化(hua)(hua)服务(wu)(wu)(wu)覆(fu)盖(gai)率达(da)70%以上。
2.深化(hua)(hua)事故灾(zai)(zai)(zai)害风(feng)险社会分(fen)担(dan)机制(zhi)。推进安(an)(an)(an)责(ze)险扩(kuo)面。实现矿山、危(wei)险化(hua)(hua)学品、烟花爆(bao)竹(zhu)、交通运(yun)输、建筑施工、民(min)用爆(bao)炸(zha)物品、金属冶炼、渔(yu)业生(sheng)产等(deng)八大高危(wei)行(xing)业领(ling)(ling)域安(an)(an)(an)责(ze)险投保率100%;建立(li)健全矿山、危(wei)化(hua)(hua)品、烟花爆(bao)竹(zhu)、金属冶炼等(deng)高危(wei)行(xing)业及细分(fen)领(ling)(ling)域、小微企业园区事故预(yu)防服务标准,推进安(an)(an)(an)责(ze)险信息管理系统(tong)上线(xian)运(yun)行(xing)。推进巨(ju)灾(zai)(zai)(zai)险试(shi)(shi)点(dian)。设立(li)省(sheng)级层面工作联络机构,制(zhi)定巨(ju)灾(zai)(zai)(zai)险试(shi)(shi)点(dian)工作指导(dao)(dao)方案;指导(dao)(dao)11个市开(kai)展巨(ju)灾(zai)(zai)(zai)险试(shi)(shi)点(dian),并(bing)强化(hua)(hua)财政资金引导(dao)(dao),建立(li)试(shi)(shi)点(dian)工作以奖代补(bu)机制(zhi)。
3.深(shen)(shen)化提升(sheng)全(quan)(quan)民(min)安(an)全(quan)(quan)素养(yang)。加强(qiang)教(jiao)育(yu)(yu)培(pei)训。加强(qiang)重(zhong)点人(ren)群教(jiao)育(yu)(yu)培(pei)训,实现党员干(gan)部(bu)“生(sheng)(sheng)命重(zhong)于(yu)泰山——学习(xi)(xi)(xi)习(xi)(xi)(xi)近(jin)平总书记(ji)关于(yu)安(an)全(quan)(quan)生(sheng)(sheng)产重(zhong)要论述”电(dian)视专题(ti)(ti)片学习(xi)(xi)(xi)全(quan)(quan)覆盖;持(chi)续推进高危行(xing)(xing)业领域安(an)全(quan)(quan)技能提升(sheng)行(xing)(xing)动计划,推进实施企业百万(wan)员工(gong)安(an)全(quan)(quan)大培(pei)训,培(pei)训人(ren)数不少于(yu)120万(wan)人(ren)。深(shen)(shen)化主题(ti)(ti)宣(xuan)传(chuan)(chuan)。持(chi)续深(shen)(shen)化安(an)全(quan)(quan)宣(xuan)传(chuan)(chuan)“五进”活动,大力开展防灾减灾日、安(an)全(quan)(quan)生(sheng)(sheng)产月、消防宣(xuan)传(chuan)(chuan)月等主题(ti)(ti)活动,打造一批宣(xuan)教(jiao)精品,营造浓(nong)厚的社(she)会氛围(wei)。拓(tuo)展宣(xuan)教(jiao)阵地。持(chi)续推进全(quan)(quan)民(min)安(an)全(quan)(quan)素养(yang)提升(sheng)行(xing)(xing)动,定期发布安(an)全(quan)(quan)素养(yang)指(zhi)数;打造浙(zhe)江特(te)色(se)应(ying)急(安(an)全(quan)(quan))体验(yan)馆(guan),至(zhi)少完成280家宣(xuan)教(jiao)体验(yan)馆(guan)建设。
(九)以打造应急铁军为支撑,提升履职专业力。

2.以能力(li)素质建设为根(gen)本(ben)。加强干部(bu)能力(li)培(pei)(pei)(pei)(pei)训(xun)(xun)(xun)。有序推进(jin)应急(ji)(ji)(ji)(ji)管(guan)(guan)理(li)干部(bu)培(pei)(pei)(pei)(pei)训(xun)(xun)(xun),70%以上完成(cheng)综合应急(ji)(ji)(ji)(ji)业务培(pei)(pei)(pei)(pei)训(xun)(xun)(xun)、80%以上安全生产执法人(ren)员(yuan)复(fu)训(xun)(xun)(xun)和80%以上的(de)专(zhuan)业领(ling)域(yu)业务培(pei)(pei)(pei)(pei)训(xun)(xun)(xun),执法人(ren)员(yuan)入职培(pei)(pei)(pei)(pei)训(xun)(xun)(xun)不(bu)少于(yu)3个月(yue)、每年(nian)复(fu)训(xun)(xun)(xun)不(bu)少于(yu)2周;组(zu)织开(kai)展(zhan)全系统(tong)(tong)干部(bu)“百问不(bu)倒”应急(ji)(ji)(ji)(ji)管(guan)(guan)理(li)知识竞(jing)赛(sai)。积极与高(gao)校(xiao)、党校(xiao)、社会组(zu)织、重(zhong)点企业合作(zuo),建设25个以上市县级培(pei)(pei)(pei)(pei)训(xun)(xun)(xun)基(ji)地,加强实战(zhan)演(yan)练(lian)、模拟演(yan)练(lian)、现场教学等应急(ji)(ji)(ji)(ji)管(guan)(guan)理(li)干部(bu)实践锻炼。规(gui)范干部(bu)日常管(guan)(guan)理(li)。全面(mian)推行(xing)公务员(yuan)平时考核制(zhi)度,落(luo)(luo)实应急(ji)(ji)(ji)(ji)管(guan)(guan)理(li)导师制(zhi)度,探索开(kai)展(zhan)系统(tong)(tong)年(nian)轻(qing)干部(bu)调训(xun)(xun)(xun)工作(zuo),4月(yue)底(di)前开(kai)展(zhan)年(nian)轻(qing)干部(bu)政(zheng)治素质专(zhuan)项(xiang)考评(ping),加强年(nian)轻(qing)干部(bu)培(pei)(pei)(pei)(pei)养。健(jian)全激励(li)保障(zhang)机制(zhi)。落(luo)(luo)实《应急(ji)(ji)(ji)(ji)管(guan)(guan)理(li)系统(tong)(tong)奖(jiang)励(li)暂行(xing)规(gui)定》《浙江省应急(ji)(ji)(ji)(ji)管(guan)(guan)理(li)及(ji)时奖(jiang)励(li)实施细(xi)则(试行(xing))》,充分发挥及(ji)时奖(jiang)励(li)作(zuo)用;组(zu)织开(kai)展(zhan)“最(zui)美应急(ji)(ji)(ji)(ji)人(ren)”评(ping)选,激励(li)应急(ji)(ji)(ji)(ji)管(guan)(guan)理(li)干部(bu)勇担使命、履职尽责。
3.以(yi)清廉(lian)应急(ji)建设(she)为(wei)保障。强(qiang)化(hua)效能建设(she)。完善监督(du)(du)(du)(du)问责(ze)(ze)制(zhi)(zhi)约机制(zhi)(zhi),切实(shi)解决干(gan)部队伍中对工(gong)作推诿扯皮、讨价还价,干(gan)工(gong)作调门高行(xing)动少(shao)、不尽心不用(yong)力,抓(zhua)落实(shi)当“二传手”、“甩手掌(zhang)柜”等庸(yong)政(zheng)怠政(zheng)懒政(zheng)现(xian)(xian)象,持续整(zheng)治“四风(feng)(feng)(feng)”。强(qiang)化(hua)风(feng)(feng)(feng)险防(fang)(fang)控(kong)(kong)。坚(jian)持抓(zhua)常抓(zhua)长,定(ding)期开(kai)展(zhan)廉(lian)洁教育(yu)和警示教育(yu),筑牢党员干(gan)部思想防(fang)(fang)线;加强(qiang)廉(lian)政(zheng)风(feng)(feng)(feng)险防(fang)(fang)控(kong)(kong),制(zhi)(zhi)定(ding)《廉(lian)政(zheng)风(feng)(feng)(feng)险防(fang)(fang)控(kong)(kong)实(shi)施(shi)(shi)方案》,抓(zhua)住“查、防(fang)(fang)、控(kong)(kong)”三个环节,实(shi)现(xian)(xian)廉(lian)政(zheng)风(feng)(feng)(feng)险防(fang)(fang)控(kong)(kong)闭(bi)环。强(qiang)化(hua)监督(du)(du)(du)(du)执(zhi)纪(ji)。严格落实(shi)《廉(lian)政(zheng)谈话(hua)实(shi)施(shi)(shi)办法》,实(shi)现(xian)(xian)廉(lian)政(zheng)谈话(hua)全覆盖,抓(zhua)早抓(zhua)小(xiao)、预防(fang)(fang)在先;制(zhi)(zhi)定(ding)《现(xian)(xian)场(chang)监督(du)(du)(du)(du)管理办法》,实(shi)行(xing)监督(du)(du)(du)(du)工(gong)作联系单制(zhi)(zhi)度;准确运用(yong)监督(du)(du)(du)(du)执(zhi)纪(ji)“四种形态”,严格开(kai)展(zhan)执(zhi)纪(ji)问责(ze)(ze),始终保持监督(du)(du)(du)(du)执(zhi)纪(ji)高压态势。
三、政策保障
(一)落实(shi)改革(ge)政(zheng)策。起草我(wo)省《关于深入推进应(ying)急管(guan)理事业改革(ge)发展的实(shi)施(shi)意(yi)(yi)见(jian)》,深化(hua)体(ti)(ti)制(zhi)机制(zhi)改革(ge)。出台我(wo)省《关于深化(hua)应(ying)急管(guan)理综合(he)行政(zheng)执(zhi)法改革(ge)的实(shi)施(shi)意(yi)(yi)见(jian)》,健(jian)全应(ying)急管(guan)理综合(he)执(zhi)法体(ti)(ti)系(xi)。深化(hua)落实(shi)省委办公(gong)厅、省政(zheng)府办公(gong)厅《关于加(jia)强基(ji)层(ceng)应(ying)急管(guan)理体(ti)(ti)系(xi)和能力(li)建设的指导意(yi)(yi)见(jian)》,推动基(ji)层(ceng)应(ying)急管(guan)理体(ti)(ti)系(xi)建设全面加(jia)强。
(二)完善法规(gui)体(ti)系。推(tui)动《浙(zhe)江(jiang)省(sheng)防汛(xun)防台(tai)抗旱条例(li)》颁布实(shi)施(shi),做好《浙(zhe)江(jiang)省(sheng)实(shi)施(shi)〈中华人民(min)共和国突发(fa)事件应对法〉办(ban)法》立法准备(bei),适时(shi)推(tui)动《浙(zhe)江(jiang)省(sheng)安(an)全(quan)生产条例(li)》《浙(zhe)江(jiang)省(sheng)消防条例(li)》《浙(zhe)江(jiang)省(sheng)烟花爆竹安(an)全(quan)管理(li)办(ban)法》修订,为应急管理(li)工作提(ti)供坚强法制保障。
(三)完善制(zhi)度标准(zhun)。出台(tai)《浙(zhe)江省(sheng)企业(ye)安全(quan)风(feng)险(xian)报告规(gui)定》《浙(zhe)江省(sheng)安全(quan)风(feng)险(xian)普查办(ban)法(fa)》,落实企业(ye)主体(ti)责(ze)任;深化信用体(ti)系(xi)建设,出台(tai)《浙(zhe)江省(sheng)安全(quan)生(sheng)产(chan)信用评(ping)价(jia)管(guan)理办(ban)法(fa)(试行)》;完善应(ying)急管(guan)理地方标准(zhun),推进《医药化工企业(ye)安全(quan)管(guan)理规(gui)范》等(deng)12项地方标准(zhun)的制(zhi)定修订立项工作。
四、考核评价
(一)严(yan)格(ge)工(gong)作(zuo)考核。推(tui)动(dong)安(an)全(quan)生(sheng)产(chan)(chan)考核结(jie)果纳入省政府对省级(ji)部(bu)门(men)的(de)绩效考评,增加(jia)安(an)全(quan)生(sheng)产(chan)(chan)工(gong)作(zuo)在地(di)方党(dang)委(wei)、政府高质量发(fa)展考核体系中的(de)权重,强化考核“指挥(hui)棒(bang)”作(zuo)用;严(yan)格(ge)落实(shi)安(an)全(quan)生(sheng)产(chan)(chan)“一票否决”,推(tui)动(dong)年度安(an)全(quan)生(sheng)产(chan)(chan)考核结(jie)果在干(gan)部(bu)选拔任用、评优评先中的(de)运用。
(二)提升巡查实效。探(tan)索建立省对(dui)重(zhong)点(dian)县(市、区(qu))安全生(sheng)产巡查制度,对(dui)重(zhong)点(dian)工作(zuo)实施专项巡查制度,常态(tai)化推进安全生(sheng)产巡查;严格落实巡查结果通报、公开制度,注重(zhong)结果运用,强化巡查震(zhen)慑作(zuo)用。
(三(san))推行指(zhi)数评(ping)价。建立安全生产(chan)、自然灾害管控(kong)(kong)力(li)指(zhi)数发布机制,定期发布,以(yi)组织(zhi)力(li)强化领(ling)导力(li),以(yi)领(ling)导力(li)提升管控(kong)(kong)力(li),以(yi)管控(kong)(kong)力(li)降低事(shi)故(gu)率。
